Certified Regulatory Programs - Notices of Determination

( Note: this is the new NODs posting service. For NODs published prior to December 2022, please send an email to cnralegal@resources.ca.gov )

CEQA requires agencies with Certified Regulatory Programs to file Notices of Decision (NOD) with the California Natural Resources Agency. The Agency then posts a list of the NODs in its office for a period of 30 days and makes those NODs available to the public upon written request.

The Natural Resources Agency will now accept for filing NODs for Certified Regulatory Programs submitted to the following email address: CRP-NOD@resources.ca.gov. Such notices should be submitted in a web accessible format.

All filed NODs will be posted weekly on the California Natural Resources Agency web site for a period not less than 30 days. The list of these Notices will be updated and posted weekly.

The projects and plans on the attached list have been approved by the California Coastal Commission at its meeting of June 7-8, 2023. Some of the projects or plans have been approved subject to conditions or suggested modifications which require mitigation measures or alternatives to the projects to lessen or avoid significant effects on the environment.

  1. The projects or plans as approved will not have significant effects on the environment.
  2. Environmental analysis documents were prepared for these projects pursuant to Sections 21080.5 of CEQA and Section 15252 of Title 14 of the Administrative Code.
  3. The records of projects or plan approvals may be examined at the respective district offices of the Coastal Commission as set out on the attached list.
  4. Mitigation measures were in some cases made conditions of the approvals of the projects.

Project title: Advanced Clean Fleets Regulation    (SCH# 2021030340)

Project Description:     The ACF regulation is an integral element of CARB’s comprehensive strategy to achieve significant reductions of criteria pollutants and greenhouse gases needed to attain federal and state ambient air quality standards, address harms resulting from climate change, meet California’s goals to decarbonize the transportation sector, and to protect the public health and welfare. The proposed regulation would primarily require certain fleets to deploy medium- and heavy-duty vehicle ZEVs starting in 2024, and would establish a clear end date to new medium- and heavy-duty internal combustion engine vehicle sales in 2036. This is the second of two public hearings on this item.
