Notice of Decision

Project Name: Huntington Beach Energy Project Docket Number: 12-AFC-02C
The petition meets all the filing criteria of California Code of Regulations, title 20, section 1769 (a), concerning post-certification project modifications;
• The modifications will not change the findings in the CEC’s Final Decision, pursuant to California Code of Regulations, title 20, section 1748;
• The project will remain in compliance with all applicable laws, ordinances, regulations, and standards, subject to the provisions of Public Resources Code section 25525;
• The increase in the CCGT operating hours will help meet projected demand in the Los Angeles Basin;
• The environmental impacts from the increased emissions will be mitigated with the addition of amended conditions of certification: AQ-1, AQ-26, AQ-45, AQ-56, AQ-62, and AQ-65 as well as the requirement that the project owner hold additional Regional Clean Air Incentives Market Trading Credits;
• Notice of the staff assessment was mailed to the CEC’s list of interested parties and property owners of all parcels within 500 feet of any affected project linears and 1,000 feet of the project site as well as emailed to the HBEP subscription list; and
• The staff assessment was subject to a 45-day comment period.

Project Description: The Border Project is a 49.5-MW simple-cycle, natural gas-fired peaking facility that was certified by the CEC on July 11, 2001 and began commercial operation on October 26, 2001. The facility is located on Otay Mesa at 2060 Sanyo Avenue in San Diego, San Diego County

Subject: Filing of Notice of Decision in compliance with Public Resources Code Section 21080.5 and Title 20, California Code of Regulations, Section 1749.

Project Description: The Sunrise Power Project a 585-megawatt, combined-cycle, natural gas facility. The project was certified by the CEC in December 2000 and began commercial operation in June 2001.
