Certified Regulatory Programs - Notices of Determination

CEQA requires agencies with Certified Regulatory Programs to file Notices of Decision (NOD) with the California Natural Resources Agency. The Agency then posts a list of the NODs in its office for a period of 30 days and makes those NODs available to the public upon written request.
The Natural Resources Agency will now accept for filing NODs for Certified Regulatory Programs submitted to the following email address: CRP-NOD@resources.ca.gov. Such notices should be submitted in a web accessible format.
All filed NODs will be posted weekly on the California Natural Resources Agency web site for a period not less than 30 days. The list of these Notices will be updated and posted weekly.
Project Title: Amendments to the Greenhouse Gas Emission Standards for Crude Oil and Natural Gas Facilities
Project Description: The Amendments to the Greenhouse Gas Emission Standards for Crude Oil and Natural Gas Facilities will address additional United States Environmental Protection Agency State Implementation Plan requirements for oil and natural gas sources and require action to inspect and repair emission sources identified by satellite monitoring as those data become available.
Project Title: 2023 Eastern Kern 8-Hour Ozone Attainment Plan
Project Description: The 2023 Plan to addresses the requirements of the Clean Air Act for the Eastern Kern nonattainment area, including emission inventories, attainment demonstrations, reasonable further progress demonstrations, associated motor vehicle emissions budgets, reasonably available control measures, and contingency measures. The 2023 Plan demonstrates attainment of the 75-ppb and 70-ppb ozone standards in the Eastern Kern nonattainment area by the end of 2026 and 2032, respectively, which are the last full ozone seasons prior to the respective attainment deadlines.

The California Department of Forestry and Fire Protection has prepared the following response to significant environmental points raised during the evaluation of the above-referenced plan. Comments made on like topics were grouped and addressed in a single response. Where a comment raised a unique topic, a separate response is made. Remarks concerning the validity of the review process for timber operations, questions of law, or topics or concerns so remote or speculative that they could not be reasonably assessed or related to the outcome of a timber operation, have not been addressed.

The projects and plans on the attached list have been approved by the California Coastal Commission at its meeting of June 7-8, 2023. Some of the projects or plans have been approved subject to conditions or suggested modifications which require mitigation measures or alternatives to the projects to lessen or avoid significant effects on the environment.
- The projects or plans as approved will not have significant effects on the environment.
- Environmental analysis documents were prepared for these projects pursuant to Sections 21080.5 of CEQA and Section 15252 of Title 14 of the Administrative Code.
- The records of projects or plan approvals may be examined at the respective district offices of the Coastal Commission as set out on the attached list.
- Mitigation measures were in some cases made conditions of the approvals of the projects.
