Amendments to Vapor Recovery Certification Procedures
The Amendments to the Vapor Recovery Certification Procedures are administrative in nature. The amendments remove imprecise and unnecessary existing language that does not provide clear instruction for CARB’s Executive Officer in approving or rejecting alternative test procedures. In addition the amendments correct small grammatical and typological errors and update the format of the certification procedures to make certification procedures easier to understand for everyone, and more accessible for people with certain visual or reading disabilities.
Project Title: Amendments to the Greenhouse Gas Emission Standards for Crude Oil and Natural Gas Facilities
Project Description: The Amendments to the Greenhouse Gas Emission Standards for Crude Oil and Natural Gas Facilities will address additional United States Environmental Protection Agency State Implementation Plan requirements for oil and natural gas sources and require action to inspect and repair emission sources identified by satellite monitoring as those data become available.
Project Title: 2023 Eastern Kern 8-Hour Ozone Attainment Plan
Project Description: The 2023 Plan to addresses the requirements of the Clean Air Act for the Eastern Kern nonattainment area, including emission inventories, attainment demonstrations, reasonable further progress demonstrations, associated motor vehicle emissions budgets, reasonably available control measures, and contingency measures. The 2023 Plan demonstrates attainment of the 75-ppb and 70-ppb ozone standards in the Eastern Kern nonattainment area by the end of 2026 and 2032, respectively, which are the last full ozone seasons prior to the respective attainment deadlines.
Project title: Advanced Clean Fleets Regulation (SCH# 2021030340)
Project Description: The ACF regulation is an integral element of CARB’s comprehensive strategy to achieve significant reductions of criteria pollutants and greenhouse gases needed to attain federal and state ambient air quality standards, address harms resulting from climate change, meet California’s goals to decarbonize the transportation sector, and to protect the public health and welfare. The proposed regulation would primarily require certain fleets to deploy medium- and heavy-duty vehicle ZEVs starting in 2024, and would establish a clear end date to new medium- and heavy-duty internal combustion engine vehicle sales in 2036. This is the second of two public hearings on this item.
